저희 센터는 국내에 서울, 수원, 부산, 울산 총 4군데의 지점을 운영하고 있습니다. 지역 무관하게 어느 출장지에서든 현장에서의 작업 비용은 338,000원이며, 백업 작업만을 수행하는 경우에는 169,000원입니다. 이는 현장 작업이 작업자에게 두 가지로 불리한 요소를 갖고 있기 때문입니다.

첫째로 장비의 문제입니다. 저희 센터에서는 대량의 데이터 처리와 최신 AI 기술을 위한 고가의 장비를 보유하고 있습니다. 하지만 현장으로 모든 장비를 이동시키기 어렵기 때문에 작은 노트북이나 휴대용 PC, 휴대용 모니터, 휴대용 영상캡쳐 장비등을 차량으로 이동한 후, 모자이크 영상 처리 작업을 수행합니다. 정밀한 비식별화 처리를 위해서는 고화질 대화면 모니터가 필요하지만 현장에서는 작은 이동형 모니터만을 사용할 수밖에 없는 상황입니다. 따라서 작업 속도가 늦어지고 작업자의 피로도가 증가하는 결과를 초래합니다.

둘째로 현장의 첫 대면부터 저희에게 환영하며 양탄자를 깔아주지 않는 경우가 많습니다. 합법적인 방어의 수단으로 '현장에 와서 작업을 하라'는 요구를 CCTV 관리자 또는 주체가 합법적 태두리내에서 태업을 할 때가 종종 있습니다. 그러한 몇가지 사례를 언급하자면,

- 첫 대면부터 바쁘다며, 회의 중이라며, 수업에 들어가야 된다며, 합법적으로 협조하지 않고 회피를 하며 시간을 지연하는 경우

- CCTV 장비의 비번을 알려주지 않는 경우, 그 비번을 찾으려 몇 시간을 소비하는 경우

- 해당 기관에서 주차를 거부, 혹은 주차시간을 길게 해서 주차료를 올리는 경우

- 처리할 장소, 책상, 의자, 전기등을 제공하지 않는 경우

이처럼 다양한 벽을 만나며 이런 벽을 법률적, 기술적으로 하나 하나 넘어가며 해당 CCTV 영상으로 접근하게 됩니다. 현장에 간혹 CCTV청구인과 함께 할 때 '이 비용이 그렇게 높은 비용이 아니다'란 것을 느낀다고 합니다.

Our center operates four branches in Seoul, Suwon, Busan, and Ulsan, throughout South Korea. Regardless of the location, the on-site operation cost is 338,000 KRW, while the cost for backup operations only is 169,000 KRW. This is due to two unfavorable factors for the workers involved in on-site tasks.

Firstly, there is the issue of equipment. Our center possesses expensive equipment for large-scale data processing and cutting-edge AI technology. However, it is difficult to transport all the equipment to the site, so we use small laptops, portable PCs, portable monitors, and portable video capture devices that we take with us in vehicles to perform mosaic video processing tasks. For precise anonymization processing, a high-definition display monitor is required, but at the site, only small portable monitors can be used. As a result, the work slows down, and the fatigue of the workers increases.

Secondly, it is common for us to encounter situations where we are not welcomed from the first encounter at the site and are not provided with a suitable working environment. As a means of legitimate defense, there are often demands from CCTV administrators or authorities within their legal boundaries to come to the site and perform our tasks. Some examples of such cases include:

- Evading and delaying by claiming to be busy, in a meeting, or needing to attend a class, thus not cooperating and causing delays from the first encounter

- Refusing to disclose the password for CCTV equipment, resulting in spending several hours trying to find the password

- Denying parking or extending parking time to increase parking fees

- Not providing the necessary workspace, desk, chair, or lighting

In the face of these various barriers, we overcome each one legally and technically to gain access to the CCTV footage. Occasionally, when working with the claimant of the CCTV, they realize that the cost is not as high as they initially perceived.
